Action against delayed disposal of 'Sakala' applications: DC

Udupi: “This district is treated as a model in the entire state. However, I observe that there has been inordinate delay in disposal of applications under ‘Sakala’ scheme. The officials who are found responsible for the delay in disposing off Sakala applications would be acted against,” warned deputy commissioner of the district, G Jagadeesha, speaking at a programme meant to provide training to the officials on automatic process of seeking reasons online, and district level nodal officials, held at the Vajpayee auditorium on Wednesday August 28.

The district was in first place during July and August, and tenth overall as far as accepting the Sakala applications is concerned, he noted ans added that for the state as a whole, the district is in fourth spot. He asked the departments to strive to provide services to the people within the prescribed time norms.

The DC expressed resentment on observing that only 400 services were provided via ‘Sakala’ scheme in 158 gram panchayats of the district during the month of July and noted that this is a small figure in comparison and asked the zilla panchayat officials to properly issue directions to all the gram panchayats. He pointed that there have been cases in which services identified for ‘Sakala’ are being provided directly without bringing them under ‘Sakala’ and warned that officials who receive and dispose-off such applications would be suspended from service.

The DC informed that notices seeking reason for non-disposal of ‘Sakala’ applications will henceforth be sent online to the officials concerned and the officials will have to provide justifiable reasons for the delay within seven days failing which applications would be filed to the competent authority to take action online. If found guilty, the penalty amount would be directly deducted from the salary of the officials, and software for this purpose is planned to be implemented this month. The DC also advised the officials to contact the concerned and get the problems rectified if they plan to point towards technical reasons.

Officials who dispose-off applications within the time limit would be identified and online appreciation letters would be issued to them, added the DC.

The DC said that since the district got first place in ‘Sakala’ disposal, the administration is thinking of providing different services at the door steps of the people and noted that  a similar system is in operation in New Delhi and that model is proposed to be adopted in the district. He DC also asked all the departments to take added interest for the successful use of Sakala scheme.
