The chairman asked Rao’s party, the Congress, to persuade him to go back to his seat. Leader of the Opposition and senior Congress leader Ghulam Nabi Azad said his party does not approve of Rao’s behaviour. Naidu repeatedly asked Rao to go back to his seat and when he refused, he invoked Rule 255 of Rules and Procedures of Rajya Sabha.
