NHRC serves notice to prison authorities on Jai Shankar's suicide

Bengaluru: Violation of guidelines by not reporting the suicide of a convict, serial rapist and murderer Jai Shankar, the National Human Rights Commission (NHRC) has served notice to Inspector General (Prisons), Karnataka.

Jai Shankar was incarcerated at Parappana Agrahara Central Prison. He committed suicide on February 27, by slashing his throat with a shaving blade.

It is mandatory for the prison department to report any death to the NHRC within 24 hours of the incident. NHRC has served a show-cause notice seeking an explanation for the lapse and a detailed report on this incident within six weeks. Media reports compelled the issuance of this notice.

A statement from NHRC said, “If the contents of the news report are true, it amounts to the negligence on the part of the jail officials, which is a matter of serious concern.”

Senior officials of the prison department have confirmed that the report will be submitted within the stipulated deadline as they had nothing to hide.
