High Court directs Rohini Sindhuri to follow transfer order

Bengaluru: The High Court (HC) has orally coordinated Deputy Commissioner IAS officer Rohini Sindhuri to follow the transfer order issued prior and report to duty at the designated post as Commissioner in the Department of Employment and Training. Challenging the earlier transfer order of the Central Administrative Tribunal (CAT), Sindhuri had moved HC on April 20.

Sindhuri, who took charge as Hassan Deputy Commissioner in July 2017, was first transferred on January 22, 2018 however it was put on hold till March 5 with the intercession of Election Commission. 

On March 7, the government again transfered her however she was retained in the same post temporarily till the disposal of her fresh plea before the Central Administrative Tribunal (CAT), which permitted her continuation in the post till March 26. 

The CAT however on April 17, expelled an application recorded by her scrutinizing the state government’s activity. Before that, the CAT had requested that Sindhuri submitted a representation to the Chief Secretary against her transfer. 

In her plea before the HC, she had fought that she had been subjected to repeated, unscheduled and untimely transfers in opposition to the arrangements of the Indian Administrative Services (Cadre) Amendment Rules, 2014, which were confined on the directions given by the apex court, which permits the cadre posts of IAS to have a fixed tenure of two years according to the guidelines.

The divisional bench of HC drove by equity H G Ramesh, while issuing the mandate to Sindhuri had requested that the state government present the set of rules took after to transfer IAS unit officers before the following hearing on May 30.
