This new commission comes after the one headed by former minister late Harnahalli Ramaswamy.
The recommendations made by the Ramaswamy commission included streamlined transfer procedures and setting up of vigilance wings.
The order issued by the Department of Personnel and Administrative Reforms (DPAR), constituting the new commission stated that the old KARC was formed in 2000 and its final report was submitted to the government in 2001, consisting of about 256 recommendations of which 234 were implemented.

It further stated that there has been a huge change in the last five years, especially in inter-personal communication systems and hence there is a need to evaluate the present administrative system.
The KARC 2.0 shall review the Ramaswamy commissions implementations and recommend further reorganisation of departments and identify unwanted posts in view of new technologies.
