Mangaluru: A day after Kasaragod district collector Dr D Sajith Babu has issued guidelines for the movement of people between two states, on Wednesday, June 3 Dakshina Kannada DC Sindhi B Roopesh too insured SOP for interstate travel movement of daily commuters.
DC granted permission for movement of people between states and has issued an SOP.
The rules are as follows:
SOP for Interstate travel movement of daily between Dakshina Kannada and Kasargod districts,
1. The daily passes shall be issued only for working Professionals/students who require to commute for work purposes on a daily basis. This includes medical and other professionals, government officials and students only.
2. People who wish to travel to Dakshina Kannada district from Kasaragod district of Kerala State for above purposes need to register on https://bit.ly/dkdpermit for Daily pass purposes. For people travelling to Kasaragod from D.K. for such daily purposes, the passes issued by Kasargod District Administration shall be presented at TalapadyCheckpost.
3. The pass application shall clearly mention Origin and Destination locations, the complete work address at DK. The applicant shall upload Aadhar, Proof of workplace(clinic registration, letter of the employer, work/student ID etc)
4. On receipt of such online applications, the Assistant Commissioner, Mangaluru Sub-Division, Mangaluru will issue the pass which will be valid till 30.06.2020 unless it is revoked due to misuse or misrepresentation.
5. The pass details shall be recorded at Talapadicheckpost where the persons travelling with this pass shall enter their details, entry and exit time daily. Any person who fails to report during exit from DK will be subjected to quarantine by the 'Faluk Administration and penal action will be initiated as per Epidemics act
6. Thermal screening of all persons entering DK on daily passes will be conducted at Talapadi Checkpost and only those who are asymptomatic will be allowed to enter.
7. The pass is valid only for travelling to and from the workplace and any -deviation detected will be penalised.
8. This SOP is to be followed until further orders. The travellers are bound bN all health advisories given by Depart of Health, Government of Karnataka.
9. It is clarified that all the guidelines regarding Sevasindhu registration and quarantine conditions will continue for other categories of travellers coming into DK
However, the SOP and e pass system is only for people with work purposes.
On Tuesday, June 2 Kasaragod district collector Dr D Sajith Babu had issued guidelines for the movement of people between two states.
The rules are as follows:
1. People from Dakshina Kannada district who want to enter Kasargod district have to register themselves for emergency passes through COVID - 19 Jagratha portal. The reason, interstate travel on a daily basis, has to be mentioned therein.
2. Within an hour of the receipt of the online application, additional district magistrate at Kasargod or divisional magistrate Kanhangad will pass the order to issue passes.
3. The passes have a validity period of 28 days.
4. At the time of issuing the passes, the issuing authority has to mention to comply with the direction in the order of the district collector dated 02 - 06 - 2020 vide order No. 1331/2020/KL. Once the passes are provided the same have to be presented along with full details to Manjeshwar tahsildar who runs a camp near the check post. The person's name, address, phone number, date of entry, date of return etc need to be submitted there.
5. The pass number has to be serially entered into the register.
6. The daily commuters, on receipt of the passes, have to present themselves at the check post near Talapady and offer themselves to COVID - 19 test being conducted by the medical team there. The team will conduct preliminary tests for symptoms of coronavirus infection with the help of instruments like thermal scanner. There is another counter by the side of this one where the commuters have to enter when going in and returning with date and signature.
The DC has informed that above rules should be compulsorily followed to enter Kasargod district and also for entering the Dakshina Kannada district.
It may be recalled that amidst the spread of the novel coronavirus (COVID-19) Karnataka government had to close down its borders with Kerala and this had become a matter of dispute and controversy between two states.
Kerala was then one of the worst-hit states by COVID-19 and a substantial amount of the numbers were affected is in the district of Kasaragod district which shares its borders with Karnataka's Mangaluru, Therefore the Karnataka had decided to close up its border with Kasaragod completely.
The closing up of the border led to plenty of problems to be faced by the people, including those people who were employed in Dakshina Kannada. Many people also lost their jobs as they could not report to work.
