New Year Eve: Police issue strict guidelines

Mangaluru: Ahead of New Year celebrations, the city police commissioner T R Suresh has issued new guidelines to maintain law and order through a press release.

Mr Suresh has directed all the hotels, restaurants, clubs, resorts and other organisations holding New Year celebrations to get prior permission from the department. Action will be taken against those who do not seek permission, he added.

All the organisers must get permission in letter from excise department to provide alcohol and also submit a copy of it to the commissioner. They must arrange ambulance and take other precautionary measures to handle emergency situations. All the parties and celebrations must end by 12 am mid night.

Women safety

Considering the safety of the women, the organisers must appoint lady cops at the venue. Also the organisers have been asked to install CCTV cameras at the venue and also provide recorded footages for verifying if needed.

Any out of hand situation at bars and other places supplying liquor will be dealt with strict action as per column 21 of Karnataka Excise Act of 1965.

The organisers have also been asked to make arrangements for separate parking facility and action will be taken if the vehicles are parked in public places.

Guidelines:

  • No liquor to be served to youth under the age of 18 years.
  • Entry for youngsters beneath the age of 18 is allowed only with the company of a guardian.
  • For any untoward incident occurring at the venue, the organizers will be held answerable.
  • Loud speakers must not defy the Noise Pollution Rules of 2000 act and the sound limit in residential areas must be within 45 dB.
  • It must be specially mentioned that women and children should not be disturbed or harassed during the celebration or afterwards or even be greeted against their wish.
  • Gambling and obscene dancing is prohibited and a special squad has been formed to keep an eye on drunken driving.
  • Alcohol consumption and smoking in public areas is banned.
  • Youngsters and students have been asked to behave decently while celebrating New Year.
  • Rash and ignorant driving including, drag race, wheelies, screaming and over speeding is banned.
  • Alcohol consumption at beaches is banned.
  • There is ban on fire crackers.
  • Holding celebrations in front of residential buildings, student hostels, and working women hostels is banned.
